I don't understand how a member could do this. Especially without any kind of administrative rights. What kind of criteria would the complaint have to meet to have something like that done without anyone else in the chain being consulted on it?Well thanks to some disgruntled member(s) our host has blocked us from sending out emails.

Ok the forum sends you a happy birthday email on the date you enter as your birthday (unless you uncheck the "receive email from admins" under "general settings" in your profile). I don't know how many people did this, or who they are (yet) but a group of people submitted those emails as spam to some email spam watchdog groups on the internet. Those watchdog groups (which do a lot of good btw I'm not knocking them) in turn forwarded those reports to our host and threatened to blacklist our hosts mail providers (which is the right way to do this). Well the host doesn't want that to happen so they shut down our outgoing emails.
It does not matter that the emails are not spam in the hosts eyes. So until I'm done jumping through hoops (which again in the long run is a good thing and eventually I'll be happy I did all of this) we can't send out emails.

Answer: You are in the "registered users" user group. This group is very limited in what it can do. This will annoy spammers to no endJust keep posting once you have been registered for 30 days and have made 11 posts your account will be "unlocked".
Stuff like that happens with newsletters too. Members sign up to receive them (or don't realize there is a choice) then report the email. Maybe they read them and maybe not. (not a good idea to open mail in your spam folder)
Mike's situation sounds malicious, though. Somebody mad at you, Mike?!
